Of course! First you need to create an Experiment of the type of your choosing, and when you get to the Experiment’s Home Page, you can navigate to Build → Overview. This is where you can drag/drop the components you like! For uploading python code for instance, you select Python Code Template under Palette → Blank: Starter Templates.
Then to upload/write/edit code, you can just double-click on the newly added component, and navigate to Python.
To edit the existing code just click on main.py.
To create a new empty file click on new.
And to upload a code file from your device just use the Upload Wizard on the bottom left.

An experiment is where you try out combining different building blocks to come up with a solution to a specific problem before setting it up as a live-on-production solution.
Yes. You just need to configure the environment settings. You can do that by dragging and dropping Python under Palette → Container: Environment. And then make sure you move the Python Code Component inside the container’s Scope as shown below.
To setup the environment’s configuration just double-click on the container and choose the programming language’s version and framework of your choosing.
